Seriously, though, it would be much more informative to know what the literal Kw/h outputs of their major plants are.

X hours per day for whom, is the question. When there isn't enough juice in the grid to go around, usually the utility can decide who doesn't get power. When they say "average", are they multiplying average use by number of households then dividing by Kw/h? Or are they calling around in bad neighborhoods? Or good ones? Residential? Commercial? Industrial?

What the hell is the nominal voltage in Baghdad anyway?

Let me close by saying, I don't doubt for a moment that things are f*cked up there and getting worse all the time. Blog on.
